In 2014 the Authority for People with Disabilities, in collaboration with the Saudi Ministry of Human Resources and Social Development, launched the Mowaamah programme, which recognizes companies that meet high accessibility and inclusivity standards by providing training and advocacy. The certification, based on external audits, ranges from ‘Participant’ to ‘Gold’. Between 2014 and 2023 some 3,000 companies have created more inclusive workplaces, and the Mowaamah app has 32,000 subscribers.

Solution, Innovation and Impact
The Mowaamah programme, launched by the Authority of People with Disabilities in partnership with the Ministry of Human Resources and Social Development and Takamul, a social enterprise, certifies companies that meet high standards of accessibility and inclusivity. The certification process involves external audits and offers four levels of certification: Participant, Bronze, Silver, and Gold. The programme engages employers through a structured process, which includes: Training and support: Companies receive training on inclusive practices and assistance in implementing them. The Mowaamah app offers 24/7 free sign language translation services and visual guides to support inclusivity. Certification: Companies undergo an audit to assess their compliance with Mowaamah standards. Based on the audit results, they are awarded a certification level reflecting their commitment to inclusivity. Incentives: Companies are encouraged to hire persons with disabilities through Nitaqat, a national quota system for mid-sized and larger employers. Mowaamah has grown steadily since its launch, and by mid-2024 it employed more than 50 staff members, managing the organization and its app services. The programme continues to advance inclusivity across Saudi Arabia’s private sector.
