Is there an umbrella organization representing, at minimum, 50% of all those associations for persons with disabilities, that receives directly basic public funding?

Article 32 prescribes that “States Parties recognize the importance of international cooperation…and will undertake appropriate and effective measures in this regard, between and among States and, as appropriate, in partnership with relevant international and regional organizations and civil society, in particular organizations of persons with disabilities”.
International cooperation, advocacy and representation can be at its best when there is a well-equipped umbrella organisation that represents as many NGOs as possible.
This question on the presence in the country of an umbrella organization is the fourth one in the ranking of positive answers, where 50 countries of 130 answered with a clear “Yes” regarding the presence of this kind or organization. In another 41 countries an umbrella organization exist but either does not receive public funding or does not represent at least 50 percent of the associations.
In this context, less developed countries are particularly strong, having almost the same coefficient of the most developed ones.
